From voice to meaningful influence.
Young people’s experiences are valuable before they know how a system works. Organisations have the responsibility to build a credible route between hearing insight and responding to it.
CORE DISTINCTIONS
Voice, insight, action, influence and impact.
These terms describe different parts of the process, and should not be treated as interchangeable.

Voice
What young people express: experiences, views, questions and ideas.

Action
What the organisation decides, changes, reviews or escalates.

Impact
The consequence or effect resulting from an influenced action.

Insight
What can be understood from those contributions in context.

Influence
The evidenced contribution young people’s insight made to that response.

Feedback
An honest explanation of what was learned, considered, changed or could not happen.
THE CORE COMMITMENTS
What meaningful participation should protect
The framework places responsibility on the entire route, including those receiving and acting upon young people’s insight.

System literacy
Explain what can change, who holds authority and what needs approval, without using complexity to silence challenge.

Honest influence
Limited influence may still be appropriate if its boundaries are clear. Inflated claims are not.

Ethical protection
Respect consent, confidentiality, dignity and boundaries before, during and after participation.
04
Shared accountability
Receiving organisations cannot treat a report or presentation as the end of their responsibility.
